The Standing Senate Committee on National Finance met this day at 9 a.m., in room W110, 1 Wellington St., the chair, the Honourable Claude Carignan, P.C. presiding.

Members of the committee present: The Honourable Senators Cardozo, Carignan, P.C., Dalphond, Forest, Gignac, Hébert, Oudar and Wallin (8).

Other senators present: The Honourable Senator Pupatello (1).

Participating in the meeting: André Léonard and Michaël Lambert-Racine, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Monday, March 9, 2026, the committee began its examination of the Main Estimates for the fiscal year ending March 31, 2027, with the exception of Library of Parliament Vote 1.

Global Affairs Canada:

Shirley Carruthers, Assistant Deputy Minister and Chief Financial Officer, People and Corporate Management Branch.

Environment and Climate Change Canada:

Kurt Chin Quee, Chief Financial Officer and Assistant Deputy Minister, Corporate Services and Finance Branch;

Tara L. Shannon, Assistant Deputy Minister, Canadian Wildlife Service;

Alison McDermott, Assistant Deputy Minister, Strategic Policy and International Affairs Branch.

Treasury Board of Canada Secretariat:

Antoine Brunelle-Côté, Assistant Secretary, Expenditure Management Sector;

Louis Charland, Executive Director, Expenditure Strategies and Estimates Division, Expenditure Management Sector;

Annie Boyer, Assistant Secretary and Chief Financial Officer;

Carole Bidal, Senior Assistant Deputy Minister, Employee Relations and Total Compensation;

Mike MacDonald, Acting Chief Information Officer of Canada.

Shirley Carruthers and Kurt Chin Quee each made a statement and, together with Tara Shannon and Alison McDermott, answered questions.

At 10 a.m., the committee suspended.

At 10:06 a.m., the committee resumed.

Antoine Brunelle-Côté made a statement and, together with Carole Bidal, Louis Charland, Annie Boyer and Mike MacDonald, answered questions.

At 11:04 a.m., the committee adjourned to the call of the chair.
