The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 9:30 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Peter Harder, presiding.

Members of the committee present: The Honourable Senators Batters, Burey, Busson, Downe, Harder, P.C., Petitclerc, Ringuette, Surette, Wells (Alberta), White, Youance and Yussuff (12).

Participating in the meeting: François Delisle and Erin Virgint, Analysts, Library of Parliament.

Pursuant to rule 12-7(2)(a), the committee began its consideration of possible amendments to the Rules. (Topic: E-petitions).

WITNESSES:

House of Commons of Canada:

Jean-Philippe Brochu, Clerk Assistant, House Proceedings;

Benoit Dicaire, Chief Information Officer, Digital Services and Real Property.

Senate of Canada:

Maxime Fortin, Clerk Assistant and Director, Chamber Operations and Procedure Office;

David Vatcher, Chief Information Officer, Information Services Directorate.

Jean-Philippe Brochu and Benoit Dicaire each made a statement and answered questions.

At 10:28 a.m., the committee suspended.

At 10:30 a.m., the committee resumed.

Maxime Fortin and David Vatcher each made a statement and answered questions.

At 11:20 a.m. the committee discussed a draft agenda (future business).

It was agreed that the Privacy Commissioner provide a written submission, that the Canadian Centre for Cyber Security be dropped from the approved list of witnesses and that the clerk of the committee continue to seek witnesses for the panel of Members of Parliament.

It was further agreed that Senate Public Bills will be the next topic studied by the committee.

At 11:25 a.m., the committee adjourned to the call of the chair.
