The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:30 a.m., in room B45, Senate of Canada Building, the chair, the Honourable Rosemary Moodie, presiding.

Members of the committee present: The Honourable Senators Arnold, Bernard, Boudreau, Brazeau, Forest, Greenwood, Hay, McPhedran, Moodie, Muggli, Osler and Senior (12).

Participating in the meeting: Diana Ambrozas and Mayra Perez-Leclerc, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, June 12, 2025, the committee continued its consideration of Bill S-202, An Act to amend the Food and Drugs Act (warning label on alcoholic beverages).

WITNESSES:

Canadian Cancer Society:

Brandon Purcell, Advocacy Manager, Cancer Prevention and Early Detection;

Rob Cunningham, Senior Policy Analyst (by videoconference).

Canadian Centre on Substance Use and Addiction:

Dr. Alexander Caudarella, Chief Executive Officer.

Canadian Alcohol Use Disorder Society:

Lori Ann Motluk, Clinical Director and Former President.

Alcohol Action Ireland:

Sheila Gilheany, Chief Executive Officer (by videoconference).

World Health Organization Regional Office for Europe:

Catherine Paradis, Technical Officer (by videoconference).

As individuals (by videoconference):

Dr. Timothy Naimi, Director, Canadian Institute for Substance Use Research, University of Victoria;

Dr. Tim Stockwell, Emeritus Professor and Scientist, Canadian Institute for Substance Use Research, University of Victoria.

Brandon Purcell, Alexander Caudarella and Lori Ann Motluk each made a statement, and together with Rob Cunningham, answered questions.

At 11:29 a.m., the committee suspended.

At 11:31 a.m., the committee resumed.

Sheila Gilheany, Catherine Paradis, Timothy Naimi and Tim Stockwell each made a statement and answered questions.

At 12:27 p.m., the committee adjourned to the call of the chair.
