The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:35 a.m., in room B45, Senate of Canada Building, the chair, the Honourable Rosemary Moodie, presiding.

Members of the committee present: The Honourable Senators Arnold, Boudreau, Burey, Cuzner, Greenwood, Hay, Moodie, Osler, Petitclerc and Senior (10).

Other senators present: The Honourable Senator McCallum (1).

Participating in the meeting: Laura Blackmore and Mayra Perez-Leclerc, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, March 26, 2026, the committee continued its consideration of Bill S-5, An Act respecting the interoperability of health information technology and to prohibit data blocking by health information technology vendors.

WITNESSES:

Dana MacKenzie, Executive Deputy Minister, Department of Health and Wellness;

Scott McKenna, Chief Information Officer, Nova Scotia Health.

Government of Nunavut:

Tracy MacDonald, Chief Information Officer, Department of Health (by videoconference).

Canadian Institute for Health Information:

Anderson Chuck, President and Chief Executive Officer.

Canada Health Infoway:

Abhi Kalra, Executive Vice-President, Connected Care.

Beauceron Security Inc.:

David Shipley, Chief Executive Officer (by videoconference).

First Nations Health and Social Secretariat of Manitoba:

Tatenda Okoi, Director of eHealth;

Leona Star, Director of Research.

Dana MacKenzie and Tracy MacDonald each made a statement and, together with Scott McKenna, answered questions.

At 11:21 a.m., the committee suspended.

At 11:28 a.m., the committee resumed.

Anderson Chuck, Abhi Kalra, David Shipley, Leona Star and Tatenda Okoi each made a statement and answered questions.

At 12:30 p.m., the committee adjourned to the call of the chair.
