The Standing Senate Committee on Transport and Communications met this day at 6:45 p.m., in room B45, Senate of Canada Building, the chair, the Honourable Larry W. Smith, presiding.

Members of the committee present: The Honourable Senators Arnold, Cormier, Dasko, Miville-Dechêne, Mohamed, Osler, Simons, Smith and Wilson (9).

Participating in the meeting: Geneviève Gosselin and Marion Ménard, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 26, 2025, the committee continued its consideration of the subject matter of those elements contained in Divisions 1, 2, 24, 28 and 29 of Part 5 of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on November 4, 2025. (Topic: Division 28 of Part 5)

Félix Meunier, Director General, Civil Aviation, Safety and Security.

NAV Canada:

Anthony MacKay, Vice-President and Chief Safety and Quality Officer.

Canadian Airport Transport Security Authority:

Lisa Hamilton, Vice-President, Corporate Services, General Counsel and Corporate Secretary.

Transportation Safety Board of Canada:

Yoan Marier, Chair.

Félix Meunier, Anthony MacKay, Lisa Hamilton and Yoan Marier each made a statement and answered questions.

At 8:12 p.m., the committee suspended.

At 8:16 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft agenda (future business).

It was agreed that the committee allow the audio recording of the in camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members and staff, and that the audio recording be destroyed by the clerk of the committee when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

At 8:23 p.m., the committee adjourned to the call of the chair.
