Honourable senators, it is with deep regret that I convey to you the news that the Honourable Noël A. Kinsella, P.C., former Speaker of the Senate, has passed away. There will be an opportunity for us to pay tribute at a later time, but, at this time, I extend to his loved ones the deepest sympathies on behalf of all senators and all who are associated with this place.
