TORONTO, Thursday, April 26, 2001 (11) [English] The Standing Senate Committee on Energy, the Environment, and Natural Resources met at 9:30 a.m. this day, in the York A/B Room of the Toronto Marriott Eaton Centre, the Chairman, the Honourable Nicholas W. Taylor, presiding. Members of the committee present: The Honourable Senators Adams, Banks, Eyton, Kelleher, P.C., Kenny, Spivak, and Taylor (7). In attendance: From the Research Branch of the Library of Parliament, Lynne Myers, Research Officer. Also in attendance: The official reporters of the Senate. Pursuant to the Order of Reference adopted by the Senate on March 1st, 2001, the Committee proceeded to study Bill S-15. (See Issue No.2, Thursday, March 29 and Monday, April 23, 2001, for full text of the Order of Reference). WITNESSES: From Cancer Care Ontario: John Garcia, Director, Prevention Unit, Division of Oncology. From the Canadian Cancer Society: Rob Cunningham, Senior Policy Analyst. From the American Legacy Foundation: Chuck Wolfe, Executive Vice President and Chief Operating Officer. As an Individual: Agnes Sader, Student, Senator O'Connor High School. From the Youth Tobacco Coalition: Roslyn Levy. Messrs. Garcia, Cunningham, and Wolfe made presentations and answered questions. Mr. Cunningham tabled with the Clerk of the Committee a book entitled Compilation of Selected Evidence Regarding the Need for Comprehensive Tobacco Control Programs, April 2001, Canadian Cancer Society, which was filed as Exhibit No. 5900-1.37/E1-S-15, 5 "1". Individuals from the floor having been invited to make statements and ask questions, Ms. Sader and Ms. Levy spoke. At 12:12 p.m., it was agreed that the Committee adjourn to the call of the Chair. Taylor, presiding. Members of the committee present: The Honourable Senators Adams, Banks, Eyton, Kelleher, P.C., Kenny, Spivak, and Taylor (7). (See Issue No.2, Thursday, March 29 and Monday, April 23, 2001, for full text of the Order of Reference). WITNESSES: From the Ontario Campaign for Action on Tobacco: Michael Perley, Director. From the Non-Smokers' Rights Association (NSRA): Garfield Mahood, Executive Director. The witnesses made presentations and answered questions. Mr. Perley submitted a brief. It was moved by the Honourable Senator Spivak, that the restrictions on holding meetings to receive and print evidence without quorum, as set out in the committee's decision dated February 21, 2001, be suspended on Friday, April 27, 2001. The question being put on the motion, it was adopted. At 2:50 p.m., pursuant to the Order of Reference adopted by the Senate on March 1st, 2001, the committee proceeded to examine issues as may arise from time to time relating to energy, the environment and natural resources, including the continuation and completion of the study on Nuclear Reactor Safety. (See Issue No. 1, Thursday, February 22, Tuesday, February 27 and Thursday, March 22, 2001, for full text of the Order of Reference). WITNESSES: From the Stakeholders Alliance for Electricity Competition and Customer Choice (SAC): David J. McFadden, Chairman; Arthur Dickinson, President, Association of Major Power Consumers; Bernard Jones, President, Ontario Natural Gas Association. From the Ontario Power Generation: Ron Osborne, President and Chief Executive Officer; Graham Brown, Chief Operating Officer. Richard Dicerni, Executive Vice-President and Corporate Secretary. The witnesses made presentations and answered questions. At 4:44 p.m., it was agreed that the committee adjourn to the call of the Chair. ATTEST:
