The Clerk at the Table informed the Senate that the Honourable the Speaker and the Honourable the Speaker pro tempore were unavoidably absent.

The Honourable Senator Carstairs, P.C., moved, seconded by the Honourable Senator Kinsella:

That during the absence of the Honourable the Speaker and the Honourable the Speaker pro tempore, the Honourable Senator Losier-Cool do preside as Speaker.

Whereupon the Honourable Senator Losier-Cool took the Chair.

At 2:05 p.m., pursuant to the Order adopted October 30, 2002, the Senate was adjourned during pleasure and put into a Committee of the Whole, the Honourable Senator Milne in the Chair, in order to receive Lieutenant-Colonel Pat Stogran, former Commanding Officer, 3 Princess Patricia's Canadian Light Infantry Battle Group, Canadian Forces Battle Group in Afghanistan, February to July 2002, and Major-General Michel Gauthier, former Commander Canadian Joint Task Force Southwest Asia, April to October 2002, for the purpose of discussing the preparation and training prior to deployment as well as the experiences of the Canadian Forces in Afghanistan in the war on terrorism.

In the Committee—

Pursuant to Order, Major-General Michel Gauthier and Lieutenant-Colonel Pat Stogran were escorted to seats in the Senate Chamber.

After debate,

The Honourable Senator Carstairs, P.C., moved, seconded by the Honourable Senator Rompkey, P.C.:

That the Committee rise, and that the Chair report that they have concluded their deliberations.

The question being put on the motion, it was adopted.

MESSAGES FROM THE HOUSE OF COMMONS

A Message was brought from the House of Commons with a Bill C-14, An Act providing for controls on the export, import or transit across Canada of rough diamonds and for a certification scheme for the export of rough diamonds in order to meet Canada's obligations under the Kimberley Process, to which they desire the concurrence of the Senate.

The Bill was read the first time.

The Honourable Senator Carstairs P.C., moved, seconded by the Honourable Senator Poy, that the Bill be placed on the Orders of the Day for a second reading two days hence.

The question being put on the motion, it was adopted.

A Message was brought from the House of Commons with a Bill C-300, An Act to change the names of certain electoral districts, to which they desire the concurrence of the Senate.

The Bill was read the first time.

The Honourable Senator Rompkey, P.C., moved, seconded by the Honourable Senator Kolber, that the Bill be placed on the Orders of the Day for a second reading two days hence.

The question being put on the motion, it was adopted.

The name of the Honourable Senator Wiebe substituted for that of the Honourable Senator Smith (November 8).
