Consideration of the Second Report of the Standing Committee on Rules, Procedures and the Rights of Parliament (committee meetings during adjournments of the Senate) presented in the Senate on November 6, 2002.

The Honourable Senator Milne moved, seconded by the Honourable Senator Carstairs, P.C., that the Report be adopted.

After debate,

In amendment, the Honourable Senator Murray, P.C., moved, seconded by the Honourable Senator Stratton, that the French version of the Report be amended as follows: in the second paragraph by adding the words ``du lundi au vendredi'' after the words ``n'importe quel jour de la semaine''; and

That the English version of the Report be amended as follows: in the second paragraph by adding the words ``Monday to Friday'' after the words ``on any weekday''.

The question being put on the motion in amendment, it was adopted.

The question then being put on the motion for the adoption of the Report, as amended, it was adopted.

That the Standing Senate Committee on National Security and Defence be authorized to adjourn from place to place within and outside Canada for the purpose of pursuing its study.

In amendment, the Honourable Senator Carstairs, P.C., moved, seconded by the Honourable Senator Robichaud, P.C., that the question be referred to the Standing Committee on Rules, Procedures and the Rights of Parliament.

After debate,

In amendment, the Honourable Senator Kinsella moved, seconded by the Honourable Senator Stratton, that the motion in amendment be amended by adding the words: ``That the Committee report back to the Senate on this matter no later than November 21, 2002.''

The question being put on the sub-amendment, it was adopted.

The question was then put on the motion in amendment, as amended, of the Honourable Senator Carstairs, P.C., seconded by the Honourable Senator Robichaud, P.C., that the question be referred to the Standing Committee on Rules, Procedures and the Rights of Parliament.

That the Committee report back to the Senate on this matter no later than November 21, 2002.

The motion in amendment, as amended, was adopted.

MOTIONS

The Honourable Senator Banks moved, seconded by the Honourable Senator Corbin:

That the Standing Committee on Energy, the Environment and Natural Resources be authorized to examine and report on emerging issues related to its mandate:

(a) The current state and future direction of production, distribution, consumption, trade, security and sustainability of Canada's energy resources;

(b) Environmental challenges facing Canada including responses to global climate change, air pollution, biodiversity and ecological integrity;

(c) Sustainable development and management of renewable and non-renewable natural resources including water, minerals, soils, flora and fauna;

(d) Canada's international treaty obligations affecting energy, the environment and natural resources and their influence on Canada's economic and social development; and,

That the Committee report to the Senate from time to time, no later than February 28, 2005, and that the Committee retain until March 31, 2005 all powers necessary to publicize its findings.

The question being put on the motion, it was adopted.
