Pursuant to the order of the Senate of May 5, 2022, the Standing Senate Committee on Agriculture and Forestry met this day in room B45, Senate of Canada Building, and with videoconference at 9 a.m. ET, the chair, the Honourable Robert Black, presiding.

Members of the committee present: The Honourable Senators Black, Cotter, Deacon (Nova Scotia), Klyne, Marwah, Oh and Simons (7).

Members of the committee present by videoconference: The Honourable Senators Petitclerc and Wetston (2).

Participating in the meeting: Tracy Amendola, Administrative Assistant, Committees Directorate; Ben Silverman, Communications Officer, Communications Directorate; Offah Obale, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, February 10, 2022, the committee continued its study on issues relating to agriculture and forestry generally. (Topic: The British Columbia Flood and Recovery Efforts)

Johnny Guliker, Owner, Trilean Pork.

BC Dairy:

Jeremy Dunn, General Manager.

Paul Pryce, Dale Krahn, Angela Groothof, Anju Gill, Jack Dewit, Johnny Guliker and Jeremy Dunn each made a statement and answered questions.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 26, 2022, the committee began its study of the status of soil health in Canada.

It was agreed that the following special study budget application under the committee’s order of reference to examine and report on the status of soil health in Canada, for the fiscal year ending March 31, 2023, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

At 10:26 a.m., the committee suspended.

At 10:27 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft report.

Pursuant to the order of reference adopted by the Senate on Thursday, April 28, 2022, the committee continued its consideration of the subject matter of those elements contained in Parts 4, 5 and 6 of Bill S-6, An Act respecting regulatory modernization.

It was agreed that the draft report be adopted and that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, taking into consideration this meeting’s discussions, and with any necessary editorial, grammatical and translation changes required.

It was agreed that the chair be authorized to table the report in the Senate or to deposit it with the Clerk of the Senate if the Senate is not then sitting, at the earliest opportunity.

At 10:30 a.m., the committee adjourned to the call of the chair.
