Parliament returns for historic throne speech in Senate Chamber
The 2021 Speech from the Throne began with a historic address in Inuktitut by Canada’s first Indigenous governor general, Mary Simon.
Dignitaries arrived at the Senate Chamber on Tuesday, November 23, 2021 in much smaller numbers than usual to comply with public health practices.
Speaker of the Senate George J. Furey was masked when he welcomed the governor general to the Senate of Canada Building, as was Usher of the Black Rod J. Greg Peters when he led the procession of dignitaries into the Red Chamber.

With the pandemic far from over, capacity limits kept the usual crowds of parliamentarians away from the Senate Chamber.
House of Commons Speaker Anthony Rota — flanked on his left by the House Clerk and on his right by the Sergeant-at-Arms — stands on the dais behind the bar in the Red Chamber and “humbly” claims the rights and privileges of the House before the throne speech begins.
Governor General Mary Simon delivers the throne speech from the monarch’s throne as spouse Whit Grant Fraser looks on from the consort’s throne. Ms. Simon is no stranger to the Senate of Canada Building — she was a key figure in constitutional talks that took place here in the 1980s.
Senators rise in respect as the governor general leaves the Red Chamber.
