The Standing Senate Committee on National Finance met at 9:37 a.m., this day, in room 705, Victoria Building, the Chair, the Honourable Senator Murray, P.C., presiding.

Members of the committee present: The Honourable Senators Banks, Bolduc, Cools, Day, Doody, Ferretti Barth, Finnerty, Mahovlich, Murray, P.C. and Tunney (10).

Other senator present: The Honourable Senator Furey (1).

In attendance: Mr. Guy Beaumier, Research Officer, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Dan Usher.

From the Canadian Union of Public Employees:

Paul Moist, General Vice-President;

Wayne Lucas, General Vice-President;

Heather Farrow, Senior Research Officer;

Jane Stinson, Research Director.

Pursuant to the Order of Reference adopted by the Senate on June 12, 2001, the committee continued its examination of the effectiveness of and possible improvements to the present equalization policy in ensuring that provincial governments have sufficient revenues to provide reasonably comparable levels of public service at reasonably comparable levels of taxation.

Mr. Usher made an opening statement and answered questions from members of the committee.

Mr. Moist and Mr. Lucas made an opening statement and with Ms Farrow and Ms Stinson answered questions from members of the committee.

At 11:51 a.m., the committee adjourned to the call of the Chair.
